So what is Consumer Directed Care or CDC?

Introduced in July 2015, consumer directed care aims to give the aged and their families more choice when it comes to the delivery of aged and home care. Accordingly, CDC gives you control over who provides your home care package, what services you receive, and when. The the main objective of the initiative is to encourage aging people to remain in their homes for longer. As of February 2017, the government subsidy for home care has been delivered directly to the recipient and not to the care provider as had been done in the past. This gives you even more control over the choices that you make. So what else do you need to know when asking what is consumer directed care?

Four Levels of In-Home Care Packages

The Australian government offers four levels of home care support, each with a different level of funding. You can find the amounts that apply to each level on the government website My Aged Care. The Aged Care Assessment Team (ACAT) is responsible for deciding which level applies to you.

What is CDC in more detail?

CDC ensures that you can manage your own in-home care in the following ways:

  • You set the foundations of your care plan
  • You decide how involved you want to be in the management of your care plan
  • You choose which services you need, in what quantity, and who will deliver them
  • You will have your own budget and will receive a detailed month-end statement, ensuring that you have more transparency on how your in-house support is funded and how the funds are spent
  • You will have regular contact with your service provider and can easily change your choices as your care needs change.

Your service provider is responsible for monitoring the support systems that you receive and for helping you to change the in-home package to serve your changing needs. The monthly statement of account means that you can see the amounts spent on each service. Based on this information you can renegotiate the services that you use. You can also move your home care package from one provider to the next.

You will be allowed to accumulate credits and roll them over month after month and year after year so that you can use the funds accumulated when they are required.

You May Have to Contribute

It is important to know when asking what is consumer directed care or what is CDC, that the Australian government does expect that those who can afford it, to contribute to their in-home care.

If your in-home package is not providing the level of support that you require, you have two choices. Either you must subsidise this yourself or you can apply to ACAT for re-assessment.
